4th April, 2006: HDMC organized the City Development Strategy (CDS) First Programme Steering Committee (PSC) & Technical Committee Meeting in association with CMAK, chaired by the Deputy Commissioner, Hubli Dharwad along with Commissioner, HDMC, Commissioner of Police, Commissioner of HDUDA, and head of the parastatal agencies and Invitee Members.

Overview of CDS presented by Shri.Kumara H.S from CMAK and he explained the CDS process, structure and roles & responsibilities of committees. The vision document approach (Pre-preliminary Report) prepared by Prof. Narayana Sastry, University of Mysore was also presented. The Commissioner, HDMC explained the budget plan and empanelling of the agency for preparation of CDS Document. He suggested to inform all 29 agencies empanelled by the Ministry of Urban Development under JNNURM.

The Deputy Commissioner suggested to include some of the technical experts in Programme Steering Committee and Technical Committee. The meeting was concluded with a vote of thanks by the Commissioner, HDMC and finally it was decided to old the next meeting in Meeting Hall, HDUDA on 04 May, 2006 at 10.30am.

In the meeting presentation was given by the Consultants, The Commissioner, HDMC has directed the consultants will be short listed based on the presentation & previous experience financial bid will be called. Profile of CDS Technical Committee & Working Groups member’s & draft copy of Terms of Reference was presented by the Kumara H.S. CMAK, based on these aspects, Commissioner, HDMC & Steering Committee Members suggested some of the Technical Members need to be added in the priority areas. The Deputy Commissioner suggested that, Working Group Members are agreed and need to have some experts in the Local Economic Development and Slum Improvement & Poverty Alleviation.

The Commissioner, HDMC, explained Technical Committee Member has to take initiative for gathering information related to specified priority areas from the Working Groups and Consultant has to coordinate with Programme Steering Committee, Technical Committee & Working Groups Members. Tallur, Former Secretary, PWD, Government of Karnataka, Dr. Sita Sekhar, Chief Research Officer, Public Affairs Centre, Bangalore, Shri. P.V. Telkar, Regional Director, AIILSG, Belgaum, Commissioner, HDMC, Commissioner of HDUDA, Dr. Ashok Shettar, Principal BVB CET, Dr. P.B. At the very outset Shri. Srinivas, Project Manager, CDS welcomed all the members present in the meeting. As per the agenda, the CDS presentation was made by the consultants ahead of the Committee members, they are ASCI and Ernst & Young, Wilbur Smith Associates and ICT & HUDCO. The draft report of Socio Economic Survey of Hubli Dharwad City prepared by the Centre for Multi-disciplinary Development & Research (CMDR) was presented by Dr. Sailabala Debi, Director, CMDR.

The Deputy Commissioner suggested that finalization of the consultant should be based on the Presentation and Financial Bid. The Commissioner, HDMC requested Dr. A. Ravindra to give ideas and views about the CDS project and requirements. He thanked the Deputy Commissioner and Commissioner, HDMC for inviting him to Hubli-Dharwad and he was very gratified to see that Hubli-Dharwad is preparing the CDS report. He said organizations are expanding on a large scale in Hubli-Dharwad and will very soon join the city league and also regretted for Hubli-Dharwad not being included in the JNNURM project. He appreciated Deputy Commissioner and Commissioner, HDMC for taking initiative for the preparation of CDS report in association with CMAK and funded by the Cities Alliance.

He suggested there are several important issues to be taken into consider while preparing the CDS document. They are; measurement of economic potentials, finding out the competing cities with Hubli Dharwad City in accordance to the needs of industrial and employment opportunities. And also more emphasize on development of educational infrastructure, traffic management, improvement of junctions, improvement of urban environment and health especially to slum areas and providing basic amenities to slum areas such as water supply, sewerage and public health etc. and also concentrate on municipal finance with reference to asset creation, revenue generation and prepare the investment plan for improvement of institutional infrastructure. And more emphasize on community participation for City development, urban poverty reduction, and improve the collection efficiency of door-to- door collection of Municipal Solid Waste Management.

The Financial Bids of top three consultants were opened before Steering Committee Members, the selection of consultant based on the secured highest marks in Technical Evaluation and who quoted least in financial bid. As per the norms L1 is Administrative Staff College of India(ASCI) and Ernst & Young (E&Y) quoted INR 22, 88,500/-, ICT & HUDCO is quoted INR 23, 95, 000/- and Wilbur Smith associates is quoted INR 35, 67, 561/- are L2 & L3 respectively. The Commissioner, HDMC and Steering Committee Members called L1 for negotiations thereafter the Administrative Staff College of India (ASCI) and Ernst & Young (E&Y) Consortium has been selected to undertake the study of preparation of City Development Strategy document for Hubli Dharwad City. The agreed amount for the project by both the parties is INR 16, 00, 000/- (for the sum of Indian Rupees Sixteen lakhs excluding the applicable Service Tax).

The panel discussion of City Development Strategy (CDS) ideas and views by the Technical Committee members to Working Group members of their respective priority areas were discussed. The Commissioner, HDMC requested Shri. G.C.Tallur to give ideas and suggestions, he thanked the Deputy Commissioner and Commissioner, HDMC for inviting him & appreciated them for taking initiatives for preparation of City Development Strategy document for Hubli-Dharwad City. The major changes are required in the traffic management, junction’s improvement, development of major roads, improve the connectivity and directly interlink between highway corridors with respect to the city.

The Commissioner, HDMC informed the Technical Committee Members and Working Groups that the meeting will be conducted once in a month, the Chairman’s / Co-Chairman’s have to give presentation based on the inputs collected from the Working Groups, review the preparation stage and give suggestions to respective priority areas based on the panel discussion. The appointed Consultants will be integrating and coordinating of all the committees and collect the information through the meetings, public consultation, seminars & workshops and primary survey of selected areas. Based on the information preparing the City Development Strategy (CDS) Document for Hubli Dharwad City.

Later, the Cross Sectional Issues discussion were conducted, Shri. Tirakangouder, Town Planner Member, HDUDA raised question that the base map used by Hubli Dharwad is not correct & accurate and there is a need to review or update the map as per the present field conditions

Shri.P.VenkatRamanaRao from ASCI and Ernst & Young suggested that there is a need for Integrated Transport Management Authority to coordinate all the Traffic Management issues and approaches under one umbrella and also include Gender issues as one of the priority areas in the City Development Strategy (CDS) Document.

20th June, 2006:HDMC organized the CDS Status Discussion Meeting to discuss the status of Preparation of City Development Strategy document chaired by the Commissioner along with the visiting representative from Universalia Mrs. Amrita Daniere, Academicians, Heads of parastatal agencies and NGOs.

At the very outset, Shri.M.Srinivas, Project Manager, CDS welcomed all the members present in the discussion. Shri. Kumara H.S, CMAK introduced the members of Steering Committee, the working groups and others to Mrs. Amrita Daniere and explained the purpose of the discussion.

Dr. Sattur – explained Non - Government Organization’s (NGOs) involvement in Governance. The Commissioner, HDMC said that currently about 60 – 70% of the cross section of the society is involved in the CDS process. The remaining classes of the society have to be educated about the entire process – mass awareness campaigns should be embarked and then included in the process to make it really effective. The frame work will be designed inorder to make Government, simple, transparent, accountable and responsive & ensure that people continue to have strong voice and role in governance.

Areas where a need for involvement of Cities Alliance is sought
|
Commissioner HDMC - need for financial, technical expertise through experience sharing – especially for creating awareness and state – of – art technology.

The Commissioner briefed about the various initiatives taken by the HDMC like, 24 hours control room, introduction of Interactive Voice Response System (IVRS), administration decentralisation through creation of zonal offices (Citizen Service Centre), Open House for Citizens, involvement of NGOs through agenda groups and school children’s for civic awareness through creation of Children’s Movement for Civic Awareness etc.

As per the agenda, the ‘Strategy Paper’ presentation was made by the consultants before the evaluation committee members; they are M/s Linterland Rural Initiatives, M/s Eventxpress Management Services Pvt. Ltd., and M/s SASI Advertising Private Limited.

The Financial Bids of top two consultants were opened before evaluation committee members, the selection of advertising agency was based on ‘Strategy Paper’ and ‘Financial quote’ in the ratio of 70:30 respectively. As per the norms L1 M/s Linterland Rural Initiatives quoted Rupees 10, 32,030/- and L2 M/s Eventxpress Management Services Pvt. Ltd quoted Rupees Rs.35, 12, 320/- respectively.
The M/s Linterland Rural Initiatives Consortium has been selected to conduct a ‘Public Awareness Campaign on Civic Awareness’ about City Development Strategy Project for Hubli Dharwad City. The agreed amount for the project by both the parties is Rupees 10, 32,030 /- (for the sum of Indian rupees Ten lakhs thirty two thousand and thirty rupees excluding the applicable Service Tax).

The Commissioner, HDMC requested Shri. B.S. Patil to give ideas and views about CDS project and requirements. He appreciated initiative taken by the HDMC and Mr. P. Manivannan and team who are on the preparation of CDS and it will be one of the few cities in the country to take such initiatives in fact we have been already venturing.
While preparing the document, let me begin at the saying one issue that it is easy to say that we are copying western style of development but we try and aim to copy a kind of planned activity that has already been implemented successfully achieved in other parts of the developed nations. One thing which is very clear, what the Europeans, western or other urban centers have progressed well is that they have a unique response totally for which depends on their local area development. They created value for the city so that there is economic activity turned around and created opportunities for the people living within the city to benefit from the economic activities and that further provides to living good arm of life.
|
|
He emphasized on Hubli Dharwad city has strategic location, excellent connectivity, potential to become the hub of all industrial activities and also a transit centre. The place is free from disasters and calamities like earthquake, floods etc and two major ports available under the radius of 200 kms from the city.
The city can procure adequate power for industrial and other major activities from at least 4 major power stations near by i.e. Raichur, Kali station etc from where sufficient power can be obtained. The availability of Human resource is abundant and excellent since so many educational institutes and universities in the city. Water is available within 20 km from the city. It is only lack of political and bureaucratic will which has hampered the growth and development of the city to a great extent. He emphasized on the need for encouraging Information Technology / Bio Technology (IT/BT) sectors and also pointed out 3 major areas which can aid for the local economic development in the city as follows.
|
|
|
• Agri - business – There is excellent conditions for agriculture and related activities in and around the city and also Haveri and Ranebennur which are just under 60-80 kms from the city which are declared as the most ideal places for cultivation. The city can seize this opportunity and develop a market for these products which have excellent potential for export.
|
|
|
• Industrial development can be undertaken by encouraging setting up of Manufacturing based heavy, medium and small sized industries which help in generating employment for thousands in the city. The Tata car plant which is planned in the city should be provided with all the support in order to attract the investments in the city. Textiles which were a very important industrial trigger in this region have vanished or diminished in the recent years.

|
• Tourism is another important sector which can earn a lot of revenue for the city since so many excellent tourism spots are in and around the city. Developing a strong tourism policy would help the city for strong economic growth.
|
|
|
|
The Commissioner, HDMC informed the Administrative Staff College of India (ASCI), Hyderabad to discuss with the key stakeholders about the number of issues required to be taken up for the development of the city. The M/s LINTERLAND RURAL INITIATIVES, a division of Lintas India Pvt. Ltd., has been selected for conducting the ‘Public Awareness Campaign on Civic Awareness’ about CDS and he also explained about the Urban Governance practiced in HDMC, the Governance comprises of two aspects viz.

1. Citizen / Civic Services: It includes citizens’ charter; focus on clean city and Good communication facilities & data services.
|
|
2. Facilitating the developmental works – divided into two parts

As per the agenda, the presentation of “Creative Ideas” for ‘Public Awareness Campaign on Civic Awareness’ about CDS was made by the Mr. Jaideep Bhattacharjee and Shri Raghu Ramakrishna of M/s. Linterland Rural Initiatives, a group of Lintas India Pvt. Ltd., Bangalore.

Shri. G.C. Tallur suggested that, the campaign should be in the form of a ‘JANANDOLANA’ not just being mere campaign. The Advertising agency to explore the possibility of identifying ‘Ward monitors or Awareness raisers’ from the community / local residents to continue the campaign activity even after the agency withdrawing from the campaign after one month the locals of the that ward would be trained to carry the message forward. And also advised to advertising agency to add motivating pictures & historical place can be used on the Hoardings and use both the languages i.e., Kannada and English for Creative Theme.

Shri. Murli Karjagi informed that, few pockets in the Hubli-Dharwad city predominantly Telugu, Tamil, Urdu language peoples are prevalent and the street play may be enacted in those languages. The Agency replied that, it would be difficult to obtain street play artistes who are proficient in all the referred languages. Since Kannada is the major language, the street play will be in the same language. But depending on area, agency will try to source at least one artist who can do the announcements in other languages. The paper insertions of CDS information / leaflets and information can also be displayed in the local buses and autorikshaws etc.

The Committee suggested that, in Press ads include Samyukta Karnataka paper along with Vijaya Karnataka for better and diversified readers and also the advertising agency can take the help of local residents, Residents Welfare Associations and NGOs for street play and other activities.

The Committee Members have accepted the following creatives with minor modifications.
|

|
1. Creative theme for the Public Awareness Campaign ‘FUTURE PERFECT’ has been accepted and informed that the Theme would be in both Kannada & English.
|
|
2. Hoardings approved with minor modification i.e. Replace the word ‘City’ in copy to ‘Hubli Dharwad’
|
|
3. Press plan (Ads) approved with minor modification i.e. not to use names of existing establishments in Press Advertisement and avoid legal implications and also avoid anglicized establishment, names terms like ‘fast food, bars and other establishments
|
|
4. Radio spot approved with minor modification i.e. Both Kannada & English
|
|
5. Street play approved with minor modifications i.e. script of Street Play and route plan.
|
|
6. Cinema hall / Cable plan has been approved.
|
|
All the above items are to be done both in Kannada & English, Finally, the committee members informed the advertising agency to forward the Creatives with the above necessary changes for approval. Shri Raghu Ramakrishnan of M/s. Linterland Rural Initiatives, a group of Lintas India Pvt. Ltd., has accepted the above changes suggested by the Committee Members and agreed to submit the revised creatives for approval as earliest. The meeting was concluded by Shri.G.C. Tallur and asked to forward the creatives, activity chart & route plan of street play etc. for reference and final approval of Commissioner, HDMC.

City Development Strategy (CDS), Fifth Programme Steering Committee & Working Groups Meeting held on 5th September, 2006 at 3.30 pm in the conference hall of BVB Engineering, Hubli. The meeting was chaired by Sri. Jagadish Shettar the Hon'ble Revenue minister, GOK, Shri. M.S. Srikar, IAS, Deputy Commissioner, Dharwad District, Shri. P.Manivannan, IAS, Commissioner, HDMC, Shri. G.C.Tallur, Former Secretary, PWD & Advisor, IDSC, Government of Karnataka, Dr. K.V. Bengeri, Former Chairman, KSPCB, Bangalore, Shri. P.V.Telkar, Regional Director, AIILSG, Belgaum, Dr. Sita Sekhar, Chief Research Officer, PAC, B'lore, Shri. Vivekananda N Salimath, Director, IDF, Blore, Shri. M.Srinivas, Project Manager - CDS Project Cell, HDMC, Miss. At the very outset the Commissioner, HDMC welcomed the City Development Strategy (CDS) Steering Committee & working groups members, NGOs and others present in the meeting. The Commissioner announced in the meeting that Hubli Dharwad city may be included into the JNNURM and hence there is urgency and great amount of significance for preparing a timely and comprehensive CDS report which will serve as the CDP for JNNURM.

Dr. Narendranath of ASCI presented the key findings of the state of the city report and also explained in brief the process of SWOT analysis and visioning exercise before the Committee members.
|
|
|
Based on the presentation the Members commented as follows:
|

|
• Dr. Ashok Shettar, Principal BVB CET said that the data reflected in many instances especially with regard to the Industries and Economy and traffic and transportation etc was old and had to be updated with current statistics in order to avoid arriving at unrealistic conclusions.
|
|
|
• Dr. Sita Sekhar, CRO, PAC said that Very little analysis and study has been done with regard to service Delivery.
|
|
|
• Sri. B. S. Patil, IAS, Former Chief Secretary, GOK said the progress in the CDS report preparation has been rather slow and in order to fit in to the time frame of JNNURM it has to be fastened with immediate affect.
|
|
|
• Sri. G. C. Tallur, Former Secretary & Adviser, Institutional Development Strategy Cell, PWD, GOK said the ToR for Infrastructure working group is too ambitious and asked the consultant to prepare the proposals themselves using their expertise and study conducted so far and then submit it for the review of the working group members for better results in the preparation of the CDS report.

• Dr. K.V. Bengeri said there is lack of quality educational facilities in the city and the existing facilities are age old except few institutions and stressed the need for developing National Institutes like IIM, IIT etc in Hubli - Dharwad has to be focused and highlighted in the report.
|
|

|
All the heads of the working groups said that a representative from the consultants have to be present in all the working group meetings to understand and interpret the issues discussed with more clarity to be included in the report for better output.
|

|
They also said that the consultants have to parallely come up with the draft report and the inputs from the working groups could be added as and when received as value additions. The report prepared independently by them could be discussed and improved up on by the working groups.
|
|
Sri. M.S. Srikar, Deputy Commissioner, said the primary responsibility of preparing the report is on the consultants. Since they are the experts in the field of preparing the CDS report, they must focus on preparing the best CDS report using their resources and expertise and any additional technical inputs from the Working groups are like bonus to the report and they have to be incorporated in the report subsequently. As per suggestions by the committee members the Deputy Commissioner instructed the Project Manager, CDS cell to prepare chart for the forth coming working group meetings & to complete all the panel discussion meetings of the working groups on or before 15th September, 2006.As per approval of the respective chairman's of the working groups the meeting schedule prepared as follows:

The Deputy Commissioner informed the ASCI & E&Y members that the Draft CDS Report should be ready on or before 25th September 2006 (Tentative Date) and to circulate the draft CDS copy to all the Chairman's and other working group members. Conduct first stakeholder consultation meeting along with the members of the CDS committee in the first week of October to discuss and review the draft CDS report. During the same time the draft CDS can be kept for One week public review for the revised draft CDS report. Based on the overall comments, suggestions and inputs from the members, stakeholders and general public the consultant can further refine the draft CDS. The Final CDS report should be ready by 10th October, 2006.

Proceedings of the City Development Strategy (CDS), Sixth Programme Steering Committee & Working Groups Meeting and presentation of the draft CDS by ASCI & E&Y held on 28th October, 2006 at 3.30 pm in the Auditorium of IMSR, BVB Engineering college campus, Hubli. The meeting was chaired by Shri. P.Manivannan, IAS, Commissioner, HDMC, Shri. B.S. Patil, IAS, Former Chief Secretary, GOK, Dr. K.V. Bengeri, Former Chairman, KSPCB, Bangalore, Shri. P.V.Telkar, Regional Director, AIILSG, Belgaum, Shri. Vivekananda N Salimath, Director, IDF, B'lore, Dr. Ashok Shetter, Principal, BVB CET, Hubli, Prof. Srinivas Chary Vedala, Director, ASCI, Hyderabad, Shri. M.Srinivas, Project Manager - CDS Project Cell, HDMC, Miss. Prarthana Rao, Research Associate, CMAK, B'lore, Representatives from ASCI and Ernst &Young, Working Groups members of all the priority areas participated in the meeting.

At the very outset Sri. P. Manivannan, Commissioner, HDMC welcomed Mr. Srinivas Chary Vedala, Director, ASCI, City Development Strategy (CDS) Steering Committee & working groups members, NGOs and others present in the meeting. The Commissioner requested Mr. Chary to make his presentation and other findings of the revised draft CDS.

Prof. Chary thanked all the members present for giving their valuable inputs in preparing the draft CDS. He began his presentation with the contents. He explained the findings of the draft CDS report and gave a brief on the process of SWOT analysis and visioning exercise before the Committee members. He also explained about JNNURM and its guidelines for the cities to be included and various important service delivery issues, since there are chances for Hubli Dharwad to be included under JNNURM. Finally he presented the city investment plan for Hubli Dharwad. He emphasized on the importance of the investment plan and said that without an investment plan CDS would just be an academic document. He shared the experience of other cities that have implemented CDS in other parts of the world, gave example of the city of Joburg in Africa on how the CDS was done there.

Dr. K V Bengeri asked if the Investment plan took in to consideration the projected requirements (population, water supply demand, waste management etc) till the period 2020.

Dr.Ananth Huilgol commented that some of the major inputs from the health and environment group were not included in the report. For example the need to constitute a health Cell, the need to have a proper monitoring mechanism for basic health and hygiene etc. He also asked the consultants to go through the working group inputs once again and include the missing inputs.

|
Sri. B. S. Patil, IAS, Former Chief Secretary, GOK said the presentation is more appealing then the draft report and asked to update the report as per the findings of the presentation. He asked the consultants to prepare a master plan for placing the special economic, industrial zones geographically. He emphasized on the need to create excitement among the investors by showing them the change which are happening or going to happen in Hubli Dharwad in the coming years. He asked the consultants to clarify on the city investment plan period and time frame for project implementation.

Sri. Srinivas Chary explained that most of the inputs from the members have been included in the revised report and he would include other important observations made by the members in this meeting in the coming revised report.

The members requested for a copy of the presentation in order to give their feedback. It was decided that the revised draft CDS report should be submitted on or before 15th Nov, 2006.

| First Citizen Advisory Committee Meeting |

Proceedings of the citizens 'Advisory Committee Meeting' held on 4th November, 2006 at 3:30 pm in D.R.Bendre Hall, HDMC Hubli, to discuss the formation of Citizens' Committees. The meeting was chaired by Prof. Savadatti, Ex Vice Chancellor (Retd), Mangalore University, Shri. P. Manivannan, Commissioner, HDMC, Members of the Advisory committee, All HoDs, HDMC, All ZACs, HDMC, Shri. Srinivas.M, Project Manager, CDS Project cell, HDMC, Miss. Prarthana Rao, Research Associate, CMAK, NGOs and others participated in the meeting.

The Commissioner gave a background of requirement of Civic Participation in city administration for sustainability of the reforms undertaken and also for the development of the city. Later, Prof. Savadatti, the Chairman, took over and detailed discussion took place and suggestions from the NGOs were noted. The following decisions were arrived at,

1. All the NGOs unanimously agreed for the formation of the 'Citizens' Committees'
|
| |
|
|
2. It was decided to form guidelines for the selection of the members for Citizens' Committee to ensure interested, committed, development oriented citizens become members of the Citizens' Committee. In this regard, the maximum number of NGOs supported the following pattern

|
|
3. It was clarified that Citizens participation initiative is a local initiative of the City Corporation and it has nothing to do with the Ward Committee structure
|
| |
|
|
4. It was also clarified that, the Citizens' Committee structure being adopted by HDMC is different from that of the proposal made by Janaagraha, though it is broadly based on the Janaagraha's model.
|
| |
|
|
5. More importance is to be given to the commitments of the Citizens rather than, high sound qualification.
|
| |
|
|
6. The Commissioner explained that, tomorrow if the Government approves the scheme, then the people selected from 'Area Committee', will form a Ward Committee' which will be headed by the ward corporators.
|
| |
|
|
7. It was decided to go for a detailed newspaper advertisement about the Citizens' Committee and their participation in the administration.
|
| |
|
|
8. The whole exercise is in line with the Nagara Raj Bill circulated by the Government of India and the concept of civic participation in administration which is encouraged by the State Government.

|

The meeting was chaired by Prof. Savadatti, Ex Vice Chancellor (Retd), Mangalore University, Shri. P. Manivannan, Commissioner, HDMC, Sri. D.C. Patil, Professor(Retd), Dharwad, Dr. Anand Pandurangi, Psychiatrist, Dharwad, Sri. K.B. Desai, Journalist, Hubli, Sri. S.S. Hasabi, S.P (Retd), Hubli, Sri. Mohana Nagammanavar, Secretary, Vidyavardhaka Sangha, Dharwad, Smt. Savithri Mahishi, NGO, Dharwad, Shri. Srinivas.M, Project Manager, CDS Project cell, HDMC, Dr. Shankar Yadwad, PRO, HDMC participated in the meeting.

At the very outset Prof. Savadatti outlined the citizens' participation concept in HDMC and asked Janaagraha to explain the model in detail. Janaagraha explained the model in detail and detailed discussion took place between the various members and following decisions arrived at,

1. The 'citizens' participation' model of HDMC is different from that of the model proposed by Janaagraha, even though it is broadly based on that.
|
| |
|
|
2. The proposal made in the last meeting with regard to the pattern of the citizens' committee based on the polling booth and nine members was agreed by the Advisory Committee.
|
| |
|
|
3. The MoU discussed and finalized by the representative of the Janaagraha and HDMC.
|
| |
|
|
4. It was mentioned that, in case, Sri. Ramesh Ramnathan is having unable to attend all the meetings in Hubli then; conducting meetings in Bangalore will be examined
|
| |
|
|
5. It was decided that, if Sri. Ramesh Ramanathan, is unable to spare his time then, it may not be fruitful to have association with Janaagraha as Sri. Ramesh Ramnathan is the founder of the Janaagraha. His Knowledge and skill have been recognized even outside the State by making him as Advisor to JNNURM.
