Government of Karnataka has pioneered in private public partnership in governance. BATF model has been hailed as success through out the country and
even New Delhi Municipal Corporation, Calcutta Municipal Corporation have evinced interest adopting BATF model development of the cities. This underlines
the point that, private public partnership benefits the public at large. Hence, it is desirable that such initiatives are undertaken at all levels of governance.
HDMC also envisages to have a private public participation model towards providing better civic services to the public. This will also provide the
following advantages

- HDMC will get the advantage of having expert advice in related areas.
- There will be more transparency in administration.
- Public will be exposed to the constraints and difficulties the corporation is facing with regard to providing basic amenities.
- HDMC staff will get exposed to the best practices that are followed outside the HDMC.
- Involvement of the public/NGO's will lead to a sense of participation in the urban governance. Hence, ultimately it will lead to increase complaints
to the rules and regulations by HDMC.

In this regard, following a transparent procedure we have already chosen 24 NGO's, Resident Welfare Associations to participate in our agenda groups.
The following are guidelines for agenda groups.

- The agenda group will meet once in 15 days and proceedings shall be made in the format prescribed here under and shall be put on the website of HDMC.
- Agenda groups will have to access to all the information as under the right to information except the classified documents. All the documents shall be made
available to the public and hence there will be any legal hurdle in the agenda group pursuing the documents in the meeting. This conscious decision is
being taken by the under signed as per the powers vested in him under the provisions of KMC Act 1976.
- The recommendation of the agenda groups shall not be mandatory or binding on the corporation.
- The best agenda group will be adjudged after 6 months and they will be recommended to the government for recommendation of the work which may even include taking
up projects along with international urban development agencies.
- Every month, there will be one meeting of all the agenda groups and more and more meetings of NGO's (97).
- The co-ordination officer for private public partnership shall be the public relation officer.

This is an administrative exercise within the purview of Commissioner, aimed at increasing the efficiency of the administration of the corporation,
without infringing upon the functioning of either the General Body or the Standing Committees.
