Key objectives

  • Preparation of a CDS for Hubli Dharwad city, through a sustainable, multi-stakeholders consultation process;
  • Preparation of an agreed vision for growth and economic development of the city region and Action Plan for implementation of the CDS; and
  • Initiate implementation of priority activities through new ways of working, consultation and partnerships.
 

Supporting Objectives

  • Ensure integration of CDS with ongoing projects and programmes;
  • Identification of priorities to support improved services;
  • Replication of the CDS project in other cities & also the State Government to look into the mechanisms are adopted; and
  • Facilitate and encourage learning between cities.
 

The CDS will include specific areas of action to support

  1. Governance
  2. Infrastructure Development
  3. Service Delivery
  4. Slum improvement and Poverty Alleviation
  5. Urban Environment and Human Health
  6. Local Economic Development
  7. Municipal Finances and Reforms
  8. Analysis of scope of improvements in the CDP and physical planning to incorporate the above.
 
CDS Process
 
CDS has five stages:
  • Preparation.
  • Analysis – Strengths Weaknesses Opportunities and Threats (SWOT).
  • Strategy formulations.
  • Implementation.
  • Consultation - across the above four stages is a continuous participatory process involving steering committee, technical committee and working group meetings and consultations.
CDS document
The task of preparing a document will be outsourced - all the activities, meetings, consultation & workshops should be conduct & integrated by the Consulting firm.
 
It should be contained following:
Task I - State-of-the-city report.
Task II – SWOT analysis.
Task III - Vision and mission statement.
Task IV - Outline development strategies.
Task V - Action plans.
Task VI – Monitoring, evaluation and feedback mechanism.
